Starting the heating system depends on weather, building use, management decisions and applicable local rules. Do not assume a single date and time applies throughout Türkiye.
Make the complaint measurable
Record room temperature, times, valve settings and the areas affected. A cold apartment does not necessarily mean that the boiler is off.
A management plan
Communicate pre-season maintenance, operating hours, fault-reporting contacts and consumption monitoring to residents. Persistent problems should be reviewed in writing with supporting technical records.
