The 15°C rule and measurement
Minimum room temperature and the common cost share are separate concepts.
Temperature requirement
The relevant cost-allocation regulation requires centrally heated individual units to be adjusted to maintain a minimum room temperature of 15°C. A valve setting alone is not proof of the actual room temperature.
Do not confuse it with the common share
The area-based common cost is separate from the energy used to maintain the apartment’s minimum temperature. Low consumption should not automatically be interpreted as a penalty.
Records for an assessment
Review period consumption, device condition, room conditions and the calculation basis together. Ask management for an explained statement for your building’s particular circumstances.
Regulations and implementation conditions can change; use the current text for the relevant period.
